Transformative Agreements are contracts signed between publishers and consortium groups representing institutions or institutions themselves.
The agreements are based on the idea that the costs of accessing scientific literature – the subscription fees, which are already very high - are more than sufficient to cover Open Access publication, nowadays paid with Article Processing Charges (APCs). By signing these agreements, which are temporary, it is intended to give publishers the opportunity to switch to full Open Access.
Institutions undertake to cover the costs by paying partly for the access to the content and partly for Open Access publishing. Because costs are covered by institutions, authors can choose to publish with major publishers without having to pay Article Processing Charges and under an open license.
